For the Team pages, we have the Daily Tools widget with a list of links. My understanding is that these links will be the same across the 100+ team spaces. Since there isn't a way to create a "global" widget, is there any way that we can create this and have it pull the links from a central list? Even if this means including an HTML widget that pulls in code from somewhere else through an iframe or javascript, would this be a better practice than hard coding those links into every team space? I imagine this widget could change most frequently across all team spaces and making updates to 100+ spaces would be quite tedious. What is your recommendation?

There's an easy way to get this done, if a bit sneaky. The Links Widget, as you noticed, is designed for a set of quick links specific to a page or space. To show links from a single source across multiple pages or spaces, you can use a Wiki Article widget.
Create a wiki article and place the links in that, perhaps in a wiki channel that's separate from your usual ones, and use the Wiki Article widget to pull that article onto multiple pages. It can be placed on templates or team spaces and will contain all of the elements in that article. Because the widgets all pull from the same article, changes to the source article will propagate to all of the widgets, so if you need to make updates to those links, you'll only have to make the changes once.
